2004 Pac won't start

2004 Pac won't start
OK I have another thread on here too.
Wifes 2004 Pacifica won't start. (automatic front wheel drive)
It's not out of gas
all the lights come on and everything is functional on it ie., radio, lights
When i turn the key all i can hear is some electronic movement inside the dash.
No cranking sound what so ever
The check engine light is solid as I turn the key and once I return the key back to the beginning position the check engine flashes like 4 or 5 times then it extinguishes.
New battery as of about 5 months ago.
Your help is greatly needed. Thank you
