DRL UPDATE TO THE UPDATE
Despite all the info from these posts I have given the dealership in Sioux Falls SD I get this reply today:
We cannot turn them on in a 2007 Pac USA version. If you get to Canada a dealership there can turn them on but we think ALL of your computerized specs will then be identified as a Canadian car and our USA diagnostic equipment will not recognize it when checking for problems.

I guess Canadians don't bring their Pacificas to the US and have a breakdown in them. Either Chrysler engineering is off in left field and needs a reality check or your dealership needs to be booted. IMHO, of course.
