Default Starting problem

I have a 2007 pacifica that is experiencing starting problems. The battery is brand new. I have narrowed the issue as follows: I only experience this problem when the car is left unlocked. When I try to start it, it won't turn over. If I then remove the key and unlock the doors using the remote control and then retry, the car will start up. Any ideas on what needs to be fixed. Thanks

The Ignition Off Draw (IOD) fuse may be in the storage mode instead of the customer mode or not properly seated in the Integrated Power Module (IPM).

Ensure that the IOD fuse is locked in the IOD fuse holder, and that the IOD fuse holder is fully seated in the IOD fuse cavity.
