when windows don't work no power or ground at switch...giggle key, power's at switch

If jiggling the key gets power to the windows it may be the ignition switch (not the key cylinder). There is a single power feed to the ignition switch. Rotating the key will send the power to the various systems. A number of examples, the ACC position will power the radio and wipers, the RUN position will power the radio windows and fuel pump, the START position will power the fuel pump and starter.
The switch can be had for about $25 so it is your call to fire the parts cannon (search for pt cruiser ignition switch). This link shows how to replace the switch.

the power to the switch goes threw a circuit breaker in the fuse box on driver side. that power to there comes from the ign switch that same circuit from the ign switch also controls the blower motor so if the windows and blower motor not working at the same time then likely the ign switch if not look at the fuse box area.
