Default 03 T&C No start, steering wheel not locking

Hi all, new guy here so go easy. 2003 Town and Country 3.8. Wife drove to store and all fine. Comes home and shuts off.Later go out to start and nothing, key turns fine but will not start. I later notice the steering wheel does not seem to be locking either. I can still turn it with the key out. We are desperate and broke. Any suggestions would be great

It doesnt crank over. It doesnt even click. I checked the starter relay with a known good one and it still does the same thing. The steering wheel will not lock but yet the key goes in and turns fine. I performed a test on the neutral switch and thats ok, it performs fine.

Could this be the lock cylinder even though the key turns fine? What about an ignition switch , can it cause the steering wheel not to lock?

I pulled the lock cylinder, wiped it down etc. put it back in and it started but died right after, maybe ran 30 seconds, I tried pulling it again and now no start back to doing the same thing. a friends seems to think ignition switch ... does that sound right
