A/C not working well when idle or lower speeds. Radiator fan does work and air will get cooler, then fan shuts off and air gets warm again. Could it be the relay?.... where is the relay?
I have recharged the system, it was low and seems to be holding pressure now.

If all the fans do work and air cools some, sounds like you performed a DIY top up can, if so there may be air trapped in the system instead of a full proper charge of R-134a. At 10 yrs old it should have a proper A/C service done to be sure and get best operation.
