Angry 2009 Town and Country liftgate wont latch

The liftgate hasn't been behaving for awhile. It doesn't respond to button inside van, when you hit the it does not open. from the open position, when you press the fob it starts to come down and then stops (I hear a few clicks at that point).

I've been opening and closing it manually for awhile now. Today, the latch itself will not engage. It is in the open position. When I close the hatch, I can hear something whirring and you can feel it suck in a little but nothing happens.

I watched a video that may be the problem? The latch doesn't "stick" at the different positions like this guy's and I'm having a time getting a screwdriver in there. To be clear- the latch doesn't lock in a closed position, it can be turned back to Open position easily.

PS- a few days prior to this happening, I had to replace door handle for sliding door. Do not know if this could be related since I had to remove panel
