Default '97 T&C engine starts but cuts off in 2 seconds

I am working on a '97 T&C with a 3.8L engine. It starts but cuts off in 2 seconds. The instrumentation (speedometer, tach, fuel guage, etc.) does not work either. The vehicle acts like the security system is cutting the engine off. Water is leaking in from the cowl area and soaking the floor and likely the instrument panel. Any suggestions on how to troubleshoot the problem would be appreciated. Thanks.

printed ckt board in the cluster.

Pretty common for the cluster circuit board solder joints to fail causing no-start. As for water, remove the drain tubes from the wiper module and clean out all the junk built up.
