Default 97 Voyager power steering leaking like crazy

Hi, this is my first post here. I'm working on my gf's voyager which has a BUNCH of common problems (transmission/gauges out/fuel pump leak/oil leak) and now seems to be leaking PS fluid from a unit under the engine on the drivers side. This unit seems to have a couple of vacuum lines and power steering lines going to it. It also has an electrical connector on it. Any idea what this is?

Looking at the 2nd picture it seems maybe it's not the cause of the problem but perhaps it's the seals on the rack directly above it.
