Default 99 Town & Country seat switch

Hi folks,

I have aquired from my father a 1999 Town & Country Limited. My father has been unable to drive for several years, so the van has 59,000 actual miles. It's in great shape. Just one thing tho, the passenger seat heat does not work. The switch is a Hi/Lo/Off and lighted. No lights on the switch, heat not working. I took the switch out, bulbs soldered in, no continuity on the lo side, hi side ok. I tried to get a voltage reading from the switch plug on both sides. Key in run position, no voltage fron either position. I can't find a fuse for these seat heaters, where might they be? Nothing in the underhood box or the under dash one. Anything else to test before determining it's the element?

Thanks

Doc
