ac clutch is slipping on 06 town and country

Default ac clutch is slipping on 06 town and country

I replaced compressor, condenser, drier, txv, and rear evap (old one had leak) on my 2006 town and country. I evacuated system and charged with R-134a. The engine cooling fans cycle on and off with the ac running. When they cycle off the high pressure builds up and then the clutch starts slipping on the compressor. Are the fans supposed to stay running when the ac is on? I am guessing that there is a bad relay or something just not sure where to look.
