Jump 87 and 30 at the relay Holes , with the relay OUT...Does The Compesor come on, and what happens to your Pressures....

Does the fan work?????

Its an Expansion Valve...But Doubtful that you are BLOCKED UP......

Hi low side and High Hi side are an Indication of eiter Overcharged, or...Excessive pressure in the condenser from lack of heat dispersion. If the fan functions properly spray the condenser with a garden hose and see if that helps..if it does, CLEAN THE BUGS and Straighten the fins.

Thats where the High pressures are coming from.......

You have to get the fan to work. Start the car and unplug the coolant temperature sensor, that will default the computer to "fan on" or "fan command". See if the fans come on with the sensor unplugged.
