Default Cooling fan issues

Cooling fans packed up on a '98 3.3 V6 Grand Voyager.

I could not get hold of the proper relay so cut and joined on a regular 4 pin relay and connected it all up as it should be and it's not helped.

If I bypass the relay with a bit of wire joining the grey and dark green wires (the thicker two of the four) they spin fine.

However the relay is not turning on.

Now are these relays anything special or does the PCM just send 12V down there thus switching the relay or is it a variable thing? The van got hot enough to go off the scale and the fans didn't hint of life.

Or could it be the PCM? I could hazard a guess on the engine running on 5 cylinders as MPG has been terrible and we're certain it's down on power.

Cheers.
