fan relay sensor

Default fan relay sensor

I have a 1999 Plymouth Grand Voyager 3.3 It started overheating I replaced ECT didn't help so now I am going to replace the radiator fan relay sensor. I was told to remove the headlight assembly and to take out the black plastic cover under that and it would be right there (on the drivers side) it's not there. Where is it? I need help as this is the only vehicle that I can transport a handicapped family member. Thank for any and all help

its under the air filter housing not the headlight on the frame of the chassis

That's the back side of the radiator on the right.
