On 3ed gens it's on the top of the fuel tank, passenger side, in front of the fuel pump, toward the front of the van. I think on 4th gens it's inside the tank with the fuel pump, but check the top of the tank first. On both you may have to drop the fuel tank to service it, so run it almost dry before doing the replacement. You may need a special tool to separate the connectors on the hoses. Some people have done it without dropping the tank but it's tight under there. Both Hayne's and Chilton's have a good description of the process.

Dropping it shouldn't be too much of a problem especially with a floor jack, empty tank is the key here. I think some have loosened the straps enough that they can get to it if it's on top of the tank. Please tell us how this turns out and if the filter is inside the tank. Good luck with your project!
