Default Fuelling issue, '99 2.0 Voyager

OK, this is getting frustrating, here are a list of faults.

Excessive fuel consumption
Hunting on small throttle openings
Down on power
Hesitation on reducing fuel when you come off the throttle (like you got over run)
Also, have a regular odd noise like something it trying to recharge in the dash (gaseous), AC does not get cold, I believe it needs refilling.

Work done so far

Replaced exhaust silencer and Catalytic Converter.
Car has been on a scanner, no fault codes found, no errors, ECU was reset, which improved things for a few days, till we had a wet day, then it has started playing up again.
