Default Gas Gauge Slow and Speedometer jumps

2003 T&C 3.8l
Gremlins in the Dash, All problems are intermitent,
After refueling Gas Gauge may take up to 5 minutes to climb to full.
Sometimes upon start speedometer and Tachometer bounce, or sweep to max. Speedometer sticks sometimes have to go ~ 80 mph to get it back.

Gauge problems other than Stuck Spedo usually go away after 5 min or so.

Intermitent wipers do not behave properly, they run more than they should, such as 20 wipes between pauses and wipers do not return.

Also possibly related upon start, enging surges, stutters, sometime dies
usually 1 min later or after restart everything is OK.

Saw some related posts that sugested checking the Cluster ground and the BCM ground. To save me 1/2 and hour can someone provide some
specifics as to where these are.
