Default Highbeams are no working on my 2001 Town & Country.

I have replaced my headlights bulbs thinking that was going to solve my problems but It did not. I have checked the foglight fuse and the relay and they all are good but I am still having one side that lights up and the otherside that Is not lightning up untill I cut off the highbeams. Is there anythingthat I am missing.

front controller is a small computer that controls many of the lights and several other things to many to list.
The IPM is Intelligent Power module or basically fuse block that the front controller attaches to.

Here's a clue for you that I found and someone else mentioned. My can had no dipped beam on nearside and after investigation on another fault I found a bypass wire between headlight and front controller was disconnected. Fitted this wire and headlight now ok, hence broken wire in loom. So from underneath car left/nearside UK, check wiring loom as I found the harness was rubbing through on the wing plastic mud deflector.
Here's a picture of the TPM tipped up and the Controller is the silver box on front of it. Take note that connectors on underside of IPM cause problems if the connections need cleaned. Its a known fault on Voyagers.
