If you can get the door card off, you could drill some holes through the door skin then use some short self tapping screws into the ribbed area where the plastic is thickest.

I bought a new door for my car some time ago and it had an attached panel like that, but my version Grand Voyager doesn't have those panels so I removed it.
It appeared to be a fully plastic panel attached with incredibility strong double sided tape
I removed the panel using a hairdryer to heat up the plastic (and the double sided tape) and even then it was very hard to remove it and it ruined the panel in the removal process.

I would re-attach your panel drilling straight through the panel and use self tappers or find a better way/glue/tape/raisin to glue the panel back on again

Any idea what the strong double sided tape is called?

There's sticking together and sticking together. The first one involves just applying the glue and holding/clamping both parts together till glue goes off. Not always successful as your gluing onto smooth paint or dirty surface.
I usually get 100% success rate by ruffing up both surfaces preferably to bare metal, with file, emery cloth or angle grinder. Then to hold both surfaces together while glue goes off, use self tapers or the thru clamps that body shops use.
When dry, remove screws or clamps, fill screw holes, smooth and paint.
Job done..

You can get double sided tap for holding on number plates at motorfactors but its very thin and I wouldn't use it on the body trims. Still to suss the thicker stuff as the trims on my voyager are coming away at the edges.

There is all kinds of double sided tapes, I have some 3M doublesided tape which sticks like you wont believe and is like 3-4 mm thick, almost like soft chewing gum like material, that would be perfect in this case I think.
Unfortunately I dont now how it is called just that it is 3M professional tape

Yes I found a 3M tape on internet but it was about 0.6mm thick. There are numerous foam centred tapes that stick well they say. Still await someone that has did job.
