Obviously the Chrysler engineers failed metals 101 when they designed the locks (clamps) on the 2008 T&C luggage rack. The screw threads bind and freeze in the clamp. If yours haven't frozen be sure to screw them all the way out and apply anti-sieze.

After my prevoius T&C was totaled I acquired anotherone. Apparently the former owner never adjusted the crossbars and they are completely frozen. Two of the ***** are slipping on the screws. Does anybody have an idea of how to remove the crossbars and replace the screws?
