Default Musty smell from dash vent

My 2000 Chrysler T&C LXI has a bad musty smell when I turn on the fan. I have looked for a cabin air filter under the passenger dash. If it is there, I can't find it. I have also heard that it may be a clogged HVAC drain. Where is that and how do I unclog it?

Any assistance is appreciated.

here is where the drain is located.look under the first #1 arrow.just below it is going to be a rubber boot.just remove the boot and the drain will open up.moe
