Default no low beam & other electrical issues

2002 T&C LXi: The right-side low beam is out on my car. I replaced the bulb - still out. I switched the bulbs L for R - right side still out. High beams both OK. I unplugged the wiring harness from the bulb and from the IPM; there was no continuity from either the low or high beam circuits (maybe this can't be done or I'm doing it wrong).

Is this a Front Control Module issue? There are other electrical issues:
1 - rear washer doesn't work, replaced pump, still inoperable.
2 - Backlighting of most switches is gone. This started with 1 then 2 bulbs in the AC selector, then they all went out in the center console.
3 - Foglights stopped working.
4 - Overhead console maplights refused to turn off. When this first started I did get them to turn off once, but they were on when I returned to the car so I removed the bulbs.

State inspection is coming up, so I need the lo-beams. HELP!
