Vehicle : 2005 Chrysler Town Country limited - 3.8L V6 Auto 170k km.
When I connected ODBII port with Snap On Modulis Ultra and It was not able to read the vin automatically so I had to manually do the VIN information. Scan tool only can read other than PCM such as TCM, WGN, etc. It can't read or retrieve the code or write VIN as the scan tool attempts to read PCM for 15 seconds with KOEO.
I assumed it was PCM issue so I went to the junkyard and found only 1 matched PCM but untested because the wiring harness is cutting/damaged.
I installed PCM from junkyard and difference is the cluster needle moved itself. And I still can't connect to PCM to program to write the VIN because of no communication.
Information from Alldata is not correct (based on older PCM... not NGM) so I googled to find 1x power and 2x ground pins.... and the result is good and no shorts. I also checked ground and power from OBD II port and it's okay.
Now I am not sure what to do.. or not sure how the system works. Did ODB II communicate to PCM via can bus? or directly wires?

TL: DR no start no crank due to anti thief system. WGN and key are good. PCM is not communication with the scantool. No FSM or properly diagram.
