I believe there is an amplifier in the rear right quarter panel. Maybe that's bust or isn't getting power. Probably worth a check.

Hi,

This could be a number of things, there are many posts on the radio and amplifier setup in the Voyagers from your age (same as mine), and yes it sounds like the amplifier isn't turning on.

First check your fuses, always the simple things first and see what you can find.
Also, you need to provide more details. UK or USA spec, model, factory fit radio/head unit or aftermarket?

Generally they need to have factory fit head units in as these send a coded signal over the CANBUS network to signal to the amplifier to turn on, etc.
You mention the steering wheel controls don't change volume, that's interesting and makes the wiring on the head unit suspect too.

post back with more details and we'll see what we can figure out.

OK, the fuse is part of the IOD if memory serves me correctly!
See the image below for where it's located:

BUT, if you're saying when you turn the volume control and it doesn't show on the screen the volume level numbers, that's a bigger issue and may point to the radio itself being faulty. Does it switch channels, turn on and off, accept CDs, change tracks, etc, just no sound?
