Default speedometer issues when shifting

Speedometer starts bouncing or goes backwards once or twice whenever I shift out of park. It does not happen everytime but 85% of the time. Once I start moving it usually works normally but sometimes the speedometer sits at 0mph even though I am doing 60mph. Seems to be an electrical short but the local Chrysler dealer, a local fixit shop, and a local automotive electrical shop is not sure what is causing it. Last time it was in for a sensor repair was told wires to transmission were stretched and checked. The local dealer said they stripped and resealed these wires. A few days after this is when all this started. Anyone have a clue to what may cause this? Again....happens when I put van into a gear or nuetral from park.
