Default T&C with rear air not very cold

Hey all! Been awhile since I've been on.
My wife's T&C Limited will work seemingly pretty well when
out on the highway after a bit, but in town driving,
there's no other way to put it, it sucks!
The system has been evacuated and charged, but wondering
if I might have a plugged Expansion valve/orifice tube, or ??

I'm not opposed to picking up a compressor kit that comes with all the
parts that should be replaced and doing it, but the compressor
looks like a real bear to get to. Any thoughts?

Thanks!!

Ron

Crap, sorry for leaving out the important stuff!

1999 T&C Limited 3.8L
The air coming out of the vents just isn't anywhere near as cold as it should be.
It's cool, but not cold. I've not put a thermometer in a vent yet.
I had it charged last summer, and it just didn't make any difference.

It's been like this since we got the van about 3-4 years ago. We've tried running it every way under the sun, and unless we're running 70mph down the highway, it just doesn't cool properly.
