1999 Cirrus has clunking sound in front and after I looked for the cause found that the rubber washer bushing had destroyed itself and the top end of the strut bolt has about 1 inch of travel with no cushioning. My probably dumb question is can front rubber upper washer/ bushing be replaced on my 1999 chrysler cirrus without removing complete strut assembly?

 

Your out of luck, you have to remove the strut assembly to replace it.
