Default Starting Problem

We have a 1999 Concorde that we are having trouble starting. We put the key in the ignition, turn the key repeatedly, and then the starter engages. The starter seems to be strong. We took it to the Chrysler garage for repairs, they replaced the starter, but that did not solve the problem. They put the old starter back in. Also replaced the positive wires on the battery and cleaned the battery posts. As you turn the key, you can hear the relay under the hood engaging. There's never any clicking sound when trying to start it. It just takes a few tries, sometimes even starts on the first try.

Any ideas?
