Can anybody identify this part for me?

is this a dashcam?

view from front of vehicle looking into van.
It is located in front of rear view mirror (btwn rearview mirror and windshield) . It looks like a camera. Does anybody know how to use it? Please see attached pics.

It’s used for automatic high beams to sense oncoming vehicles as well as the tail lights of vehicles in the distance.
