2010 Town and Country Touring, shifting + starting issue

I have a handful of details, so I apologize if this is a little long.
I purchased a new to me 2010 Town and Country Touring, red, but the color doesn't matter. it does have the 62TE transmission
It only has about 85k miles.
Issue 1: I have noticed that sometimes (About 40% of the time) my van doesn't shift out of 1st gear. This doesn't happen every time. I have found a "solution" to getting the van to working correctly again, but it is only a very small band-aid to get me from A to B.
Temp Solution: I have noticed that when I turn the car on and shift into D, if that shift is rough (bump or noise where you can hear the shift, normally it's quiet), the car won't shift out of first. I then turn the car off and turn it back on, when I turn it on, I put it into drive and it works. It has never had the issue twice in a row. As long as I don't put the car back into park or change to reverse or anything, the car won't have the problem, but should I put it back into park, or need to back up, it runs the risk of messing up when I put it back into D. Then I have to turn it off and back on and it works.
Issue 2: Now in issue 1, I have to turn the car off and turn it back on in order to put the band-aid on my problem. Normally when I start the car its not a super quick start, but it doesn't sound weak. A pattern I noticed was that when I go to start the car back up after having one of these issues, the battery cranks very sluggish and takes a second to actually start. I took the battery to an auto parts store to have it tested and he told me it was 100% which leads me to think that it wouldn't be the battery or the alternator.
I am game to try something if someone has some suggestions?
