Default chrysler town and country

I have a 2003 Chrysler town and country that the dash lights quit working on and the only fuse panel i can find is under the hood and all the fuses ohmed out fine. Is there another panel somewhere that is hidden?

the instrument cluster and the radio lights but i think it is the accessories relay because i pulled it out yesterday and checked it and when i put it back in the lights all started working again.
