Default EGR flow Insufficient

I keep getting this code (EGR Flow issufficient) from my check engine light. I've already replaced the EGR valve and the hoses appear to be fine. What else could it be? I have a 1997 Sebring convertible.

what motor? Make sure you put a vaccum gauge on the hoses coming to and from the egr valve and check them that way. look for carbon build up and blockages.
