Seat Belt Retractor Replacement??

Exclamation Seat Belt Retractor Replacement??

Just curious is the seat belt retractors or anything seatbelt related something that is covered by Chrysler?
If not anyone know if there is a special procedure or tool used to remove and replace a seatbelt retractor that is located in the back of a rear seat?
I am used to most that are on the pillars and those usually are just bolted down but this one is in the back of a removable seat and I cannot see any bolts etc. I do see what appears to be a hook or so on the top of it so I am assuming there is some tool to unlatch it from the backing plate it is attached to.
I sure hope someone can help I told this girl I would look into it and I posted some ?? In the PT cruiser section like 8 days or more ago and no one has even made any comments or anything in that section since 9-2.
What's up is this forum going south or something??

2004 PT Cruiser, it is the rear Middle Seatbelt, The one of the 2/3 size removable seat.
First it would not retract and then me being the I can fix it guy I got it to retract (Manually retracted it) now it will not release LOL. I am pretty sure it needs replaced, But I cannot figure out how to disconnect it, I believe by what I can see it must use a special tool to unlock it from the mounting bracket as it looks like there is a a latch like thing securing it but I may be incorrect.
