I was having the exact same issue, and then Chrysler figured out I had a stuck actuator not allowing outside air to come in, thus trapping moisture in the vehicle. They fixed the faulty actuator, and the issue was finally resolved!

Anytime I (we) drive through a cloud of (light) fog, which represents a small temperature change, the windshield begins to fog. Last night was the worst. Rainy conditions, with the system in defrost mode, whether it was the defrost/floor mix setting or using the Front Defrost Button, the windshield would fog up, then clear after some time, then fog up again, even with the fan at max. We were constantly dealing with a cyclic fogged/clear windshield for a two-hour drive, unlike a reliable aftermarket UTV windshield, fortunately we never had to stop, but it made the drive much more difficult, and it was difficult enough being rainy and dark. Outside air temps were around 62 - 64 degrees, with the cabin set at 72-73. The system ought to have balanced itself out and keep the windshield constantly clear.
The Operators Manual says very little regarding defrosting windshield: "Select Defrost Mode and place the blower control to high Speed". (Pg. 267) We did that. On Pg. 70, regarding the Front Defrost Button, it says that using the "Defrost mode with maximum temperature settings for best windshield and side window defrosting and defogging". I would have hoped that the 73 degrees we had it set to would have been sufficient. I should not have to have a temperature setting at 85 or High to clear a windshield, from my perspective. I will monitor improvements using even higher temp. settings than previously used.

I too, have never had these kinds of issues with other vehicles, even all my past Chrysler Minivans, which we've driven for 40 years, only this new Pacifica. This would point to a design issue of some type.
Turn the AC on along with the defrost. AC removes moisture from the air and will clear the fog. Also make sure you are not on recirculate and use fresh air mode.
