Never mind, my business major dad just called so I asked. He said it was due to government spending what was over paid, and their abuse of the system. Heh. Not a suprise..

i would say "blame the war", but oops, i already did. Our government has a big history of deficit spending. I don't think there was even a time in history when we actually came close to paying our debts. But then again, how can the government owe itself money? hmmm.. lol

Some people really need help and that is the purpose of social assistance. If you could get cheaters to stop cheating the system would not suffer under the stresses you're talking about. Unfortunately, cheaters make it hard on those that really need the help. In a concious society (in my personal opinion) those of us who are more fortunate (ie, blessed with better health, a better mind, better circumstance what ever it is that makes us more fortunate) should help those that simply and honestly can't help themselves. Damn the cheaters and abusers!
As to Social Security, in the premiums one pays also comes out the cost of administering the programs. You can't take out what you put in - some has to go to administration. That said, it's likely administration is not so well organized that they operate efficiently. There is a principle that suggests the larger the organization, the less (economically) efficient. It will be efficient to a point, then (you can see it if you put it on a bell) it starts to slide down the other side of the efficiency scale.
