Default 2002 Sebring

My Sebring wont start. Drove it home Sunday, running fine Monday went to go to work wouldn't start. Sounded like struggling to turn over like binding internally. Battery good, starter replaced. Still barely will turn over?? Only code is P1684.

All fuses have been checked, all wires connected, Prior to this with in last few days when started there was a growling noise, as if starter wasn't disengaging but ran fine otherwise. Until next morning when I was going go to work. I thought the battery was dead, but the motor seams like its not got enough battery to turn it over, and I've checked and also tried newer battery that was good.
There was a few times that inside the car I smelled what seemed to me like wiring. And right after that 1 time there was tons of smoke coming from being car, I stopped & by time I was out of car smoke gone n couldn't tell where it was coming rom??

Figure out where the smoke was coming from. Nobody here can tell you that. Once you have that figured out, you will be 90% on the way to figuring out why the car won't start.

Check your battery connections and battery wiring, especially the battery connection points and the termination points. Sounds like you got bad connections/grounds, possible some arcing going on. How are you checking the battery? Was the newer battery the same size/CCA's as the original? These cars do funny things when the battery is weak, sized wrong.
