Default 1998 Town & Country P0715 Error

My T & C with 180K miles has now decided to stay in drive and not go into overdrive when driving fast enough that it should be in overdrive. I now have a P0715 error which I am told is telling me to replace both speed sensors. Can a bad sensor keep it from going into overdrive or is it because I am not going into overdrive the reason that the sensor is coming on? Thanks all for your input.

Default Sensors

For the record it turned out to be the 2 speed sensors. Transmission shop replaced for 150 and I'm on the road again.
