Default 1999 300M overheating at idle

Okay this has been the Chrysler week from heck. Here we go. Has had the head gaskets changed about six months ago. Good compression all around. Blead the system many times. New thermostat, hi fan relay, and fuse. New water pump and stat. Looks like someone put a fan assembly from an intrepid in it and had to space it a little to cleat the fan motor from the radiator. Overheats at idle after 12 minutes or so. System has been flushed. Fans stay on when it gets to operating temp. new radiator and recoverytank... pressure blew a crack in the already fairly new one that was in there. Please Help! Thank you!

upper and lower hose both hot?

Upper way hotter than the lower - lower is warm but not blazing like the top is.
