Default 99 Concord 2.7L EVAC Can and Vapor Lines

I have a 1999 Chrysler Concorde that has a slightly rough idle, strong smell of fuel after driving for only 30 seconds, stalls while driving, and frequently won't start after sitting for between 1-3 hours after driving (starter kicks, engine turns, but no ignition).

I have a few other problems too, but my registration is due yesterday and it's a smog year for me.

I'm pretty sure this is a problem with the EVAP Canister or vapor lines, but I don't have a Chilton or Haynes and I don't know where to start looking without taking it in to get smoked (financially not an option for me). Any tips or diagrams? I did a quick search before registering here and could not find anything like what I am looking for.
