Replaced engine, now hard to start

Default Replaced engine, now hard to start

2003 Concorde 2.7L for my daughters first car.
The engine had over 200,000 mile on it and was about to throw a rod but ran fine other than that. Found a used/running 1999 2.7 with around 150,000 miles on it and had a friend swap them out. Keeping all of the 03 part on the car (Basically a long block). after the swap it wouldn't start for him.
Asked him to check the reluctor on the cam because i found that they made a change between 99 and 03. It was different and he swapped out the rings. Now it'll start (after a lot of cranking) but is in limp-in mode
Throwing up code P0335 (Crankshaft Position Sensor "A" Circuit).
Replaced the crankshaft sensor (Duralast SU3315)
Now it won't start at all.
Reinstall old sensor and after a lot of cranking it starts.
Checked the wiring - it good.
Check the plug ends (sensor and PCM)- they're good.
Changed cam sensor - no different.
Disconnect crank sensor and the engine starts in less time than with it connected (assuming it's using only the cam sensor for timimg)
Connect crank sensor and disconnect cam sensor - won't start
With it disconnected, I get P0016 (Crankshaft Position - Camshaft Position Correlation) that makes since..
The one thing he did not change was the reluctor ring on the crankshaft.
Is there a physical difference between a 1999 and 2003 crankshaft reluctor ring like there is on the cam?
I have read that a cracked or damaged crank reluctor ring can cause issue but want to eliminate everything before having him split the engine/transmission to replace it.
Any ideas?
Why with a new sensor it won't even start?

UPDATE..
Did some e-bay searching
Found the drive plate for a 1999 and 2003
BIG difference.
The 2003 plate has timing notches all the way around the plate with a small section that is solid.
The 1999 plate has a 4-4-5 series pattern .
Looks like my friend gets to do some more work..

The cam shaft tone wheels are also different
