Default 2.7 V6 having trouble reving between 3k rpms and 4k rpms.

I have a 2002 Chrysler Sebring Lxi Convertible. Does anyone know what pressure the intake manifold pressure whould be at idle? Mine is 13.2 hg. I am only asking this because my car has trouble reving between 3000 and 4000 rpms. I cleaned the throttle body and checked to see if the engine air filter was clean and it was. I have no check engine lights, and when I read the data on my obd 2 scanner, that reads live data, it all seemed normal. Could it be that the 2.7 liter v6 engine is just slow? I don't know.

When are you seeing this issue, driving or rev'ing in the driveway? Reason for asking, if the trans is in park or neutral the engine the pcm will limit the rpm's.
