2001 Sebring No blower&windows&AirbagLightOn. Fuse?

2001 Sebring 40a "Ignition Switch" Fuse keeps blowing!
My buddy's car: he started car the other day & saw AirBag light stayed on....then noticed that blower wasn't working & windows don't work. Everything else seems ok. It all happened at the same time. Could this just be a fuse or a relay & if so, where's it located? Thanks.
Note: The Hot/Cold & Mode controls seem to work ok: I can hear stuff operating when I move the controls....just no blower.
Turns out it was an underhood fuse labeled "Ignition Switch"....after replacement, it seems to blow about every 10th time you start the car. What could this be....a defective ignition switch? Funny that it doesn't seem to have any connection to the ignition: the car starts & runs fine whether the fuse is blown or not.....any ideas, anyone?
