It's a lot more complicated than that. The speedometer operates from data communicated to it over the data bus from the body computer, which in turn receives data from the transmission computer reading the output speed sensor.
Are your cruise control and odometer working correctly? If so, the problem is most likely in the instrument cluster. If not, the problem is probably farther upstream.
