The smaller gaskets are likely for the tensioner cover plate.

Not certain how to access the power steering bolts as I have not needed to. I suggest posting on 'allpar.com' for assistance if no one here has suggestions.

How important is it that I replace the tensioner? I'm at a stand still and it's because I'm having a problem getting the power steering pump out of the way. Can I still do the water pump job and not replace it?

you probably could but, think about how much effort you took to get to where you are, and ask, do you want to do that again?
