Default 2004 Sebring

Can't pass inspection this year: my check engine light won't come ON. I hear the 'ding' when the car is started but no light. I have pulled apart the panel and the bulbs are good, disconnected the negative batt terminal and nothing. It is the only one off. Any ideas? ? Thanks so much!

It's not supposed to come on when the car is started. Try this: While holding in the odometer reset button, turn the key from "lock" to "unlock". This should initiate an instrument cluster self test which will test all the lights and gauges in the cluster one by one.
If the light doesn't come on for about 4 seconds during that test, and you're sure the bulb and socket are good, then you're looking at a defect in the cluster itself, the body control module or the powertrain control module.
You'll need to have someone with a DRBIII scan tool figure out where the problem lies.
