You have power to the starter but the starter will not crank.

Did it occur to you that the starter may be the problem?

"checked power to starter ok but no crank"

So you didn't really mean that?

What you meant is that you have no problem with power getting TO the relay from the key, but no power is getting FROM the relay to the starter.

Did you consider there might be a problem AT the relay?

A faulty PCM will probably generate an error code telling you it has a problem. Before you replace the PCM, get a scanner on it and see if there are any codes.

If you do decide to replace it, look for replacement services on-line rather than buying a new one. You can expect to pay over a thousand for a new one and around $200 for a refurbished one.
