Post 2008 Chrysler Sebring Airbag light stay on, OBDII Scanner cannot read any code.

My Chrysler Sebring 2008 airbag light stays on for about one month. At first, it will turn off after self diagnose, it just stays on when I start to drive. Recently, it keeps staying on after I igniting. However, when I drove on the highway with speed over 50 milles/per hour, the light turns off. While it will back to stay on when speed lower than 40 mile per hour.
I used two different OBDII Scanners, but both can't read any code. I also check the plugs under the seats and change the fuses , but all of these are not working.
I don't know if it is the problem of the clock spring, because the horn works fine even my steer is turned to the end left or end right.
I want to what I can do to figure out what is the possible problem and how can I solve the problem?

There are no OBD11 scanners that will be able to get Body Control Module(BCM) codes. For those you need a scanner that is CAN capable(Reads ABS, SRS{air bag} traction control) codes. OBD11 only reads engine and some transmission codes.
The good thing is that codes for these type BCM control system are very specific as to what is wrong and you'll not need to spend quite as much time checking possible trouble area's like OBD11 codes.

Did you figure out the Airbag lamp issue? I have exactly the same issue you mentioned on my 2008 chrysler sebring.

There are many possible reasons why the light could come on. You have to get the possible code or codes from the computer using the appropriate scanner to find out what is causing the light to come on. With that knowledge, you can proceed to make whatever repair is called for.

I have the same exact issues on my 2007 Sebring 2.7L 41TE engine for the past 3 years. I noticed the airbag light would come on more during times in the winter than the summer. If you ever figure out the issues please share\

Even if he figures out his issue, there's no guarantee that your issue is the same. The point is that you must get an appropriate scanner hooked to the car to find out what the particular problem is. There are many possible problems that could turn that light on.
