Default Hazard flasher

Hello folks. I'm a newb here and hopefully I can find some help with my problems. I have a 96 Sebring XJ1 Convertible, V6. 1) About 6 months ago the fuel/starter (#8,) 20amp fuse in the box under the hood started blowing, causing car not to start. 2) In the last few weeks the Hazard Flasher 20amp fuse in box under hood blew. When replacing it, it would immediately blow. I checked all wiring connection that I believe are related to it and found nothing usual. I pulled the flasher relay out installed new 20amp fuse and it didn't blow. So, I said ok it's a bad flasher relay. Installed new relay oand fuse didn't blow, but the the relay constantly clicks. When I push the hazard button down the flashers work. Turn signals work, but seem to flash a little to fast. Could it be I got a bad relay.
