Locked Ignition

Angry Locked Ignition

Hello,
Looking for some help with an ignition issue with this 2013 Chrysler 200.

I got this car new to me, and when I put the keys in the ignition and turn it to start, and the key only goes as far as the ON position, and will not turn farther. There is a spot that says LOCK on the ignition, and somehow the ignition will get locked and will not unlock, no matter what I try. We took the car to my local Chrysler dealer, who said, that my car won't start due to a security function in the car not recognizing the key (they are newly cut keys, the previous owner had lost her keys), but this CONTINUALLY happens and I'll spend any amount of time to get my ignition "unlocked", even though I didn't do anything to lock the ignition when I shut the car off.
I don't believe it is the car not recognizing the keys as I will go periods of time where it doesn't happen/doesn't take more than one or two tries to get my car to start and then there will be periods of time where the key won't turn to start after multiple tries.

When you note newly cut keys, were they programmed into the vehicle? Who bought and programmed the keys and if the keys were lost how were the keys cut? Are these OEM chrysler keys?

I am a bit confused as to what the dealer noted that the car would not start due to the security function of the car not recognize the keys and did not offer to program them for you. Is the red security lamp on or blinking?

The inability to rotate the key seems to be a key cut issue. A cut key which is not programmed will still rotate and may even start the car as programming has nothing to do with rotating the key in the ignition. The security feature may not allow the car to start but definitely will not allow the car to run more than a few seconds.
