Default MIL / CEL does not work (all other lights do)

Quirky: although it didn't light up when turning the ignition key, when I later went out to drive the light came on ... and stays on. Now I have to pull codes.

Finally got my 2006 Chrysler Sebring Limited convertible running again after nearly a year sitting. It's driving okay now.

One reason it sat: I could not get the smog test because the Malfunction Indicator Light / Check Engine Light did not work; it does not light up when all other indicator lights light up prior to starting. (This is NOT about tracking what a CEL CODE means.)

I thought it would be a burned out or missing bulb. I found some in a junk yard (VERY hard to find!) and just now pulled the instrument cluster and checked the bulbs and replaced them. Still no light!

The Malfunction Indicator Light (aka CEL) still will not light up when the key is turned.

What could cause the MIL/CEL itself to malfunction and not light up?
